The London Borough Knowledge Exchange is a new in-person event series designed to support officers from across London in tackling critical urban challenges through shared insight, real-world examples, and open, peer-led discussion.
Our second session, Turning Up the Heat: London Boroughs’ Role in Shaping the Heat Transition, will bring together borough officers and technical experts to explore the changing landscape of heat networks — from zoning implications and funding options to the skills needed for delivery.
With boroughs set to play a crucial role as off-takers, enablers, buyers, and facilitators, this free half-day workshop will focus on practical ways to strengthen local authorities’ commercial bargaining position and secure outcomes that truly benefit communities.

This interactive, half-day event will feature a mix of expert showcases and peer-led roundtables, focused on real-world challenges facing London boroughs as they transition to low-carbon heat.

After the showcases, attendees will join one of three themed roundtable discussions, designed to spark open conversation and cross-borough insight.
- Roundtable 1 – The Role of Local Authorities in Shaping Heat Network Deals
Boroughs have multiple levers to pull in heat network projects - as enablers, off-takers, and project sponsors. This discussion will focus on what boroughs can do to shape deals that truly deliver for residents: defining what a “best deal” means (balancing return, social value, carbon reduction, and resilience), tackling procurement and commercialisation challenges, and exploring the support needed from developers, government, and investors to create bankable propositions. - Roundtable 2 – The Power to Bargain: Funding Heat Networks in a Post-PSDS World
With PSDS funding winding down, where will boroughs find the capital to deliver heat networks? This roundtable will explore how boroughs can use procurement, partnerships, and joint ventures to increase their bargaining power. We’ll also look at available funding sources and innovations that can help local authorities shift the balance in negotiations with developers and investors. - Roundtable 3 – Building Skills, Knowledge and Tools for Heat Delivery
Boroughs face the challenge of moving beyond studies into confident, on-the-ground delivery - supported by a skilled public sector workforce able to engage developers and investors effectively. This discussion will explore how boroughs can share expertise, strengthen capacity, and develop practical approaches to project delivery, while identifying next steps that can be trialled collaboratively.
