Carmen re-joins Steer as part of the California High Speed Rail (HSR) project team in Sacramento, CA. She will be working with Elisa Tejedor, Alasdair Dawson and others in their support of the advancement of the program where her project management and financial background will be a tremendous addition to the team.
In 1998, Carmen joined Steer’s Puerto Rico office as its first local hire. Then as Puerto Rico Office Leader she managed a varied portfolio of transport related projects including advisory to P3 consortiums, toll road traffic and revenue studies, transit feasibility studies and many others.
Moving to Sacramento in 2011, she worked with Siemens as commercial project manager in the manufacturing of light rail and locomotive vehicles. Carmen also volunteers with pedestrians and cyclist advocates, with transport related non-profit community organizations that promote safe and walkable communities in the region.
