Steer Davies Gleave to provide Lenders’ Technical Advice to Via Brugge consortium

Steer Davies Gleave has been appointed by the Via Brugge consortium to provide Lenders’ Technical Advisory (LTA) services, with our report being addressed to potential lenders.

The A11 Brugge in Belgium is a 13km 2-lane highway which completes the ring from the N31 at Brugge and the N49 at Knokke. The connection is of importance to the region because of current congestion and the planned increases in the port of Zeebrugge to the north. The project includes nearly 90 structures including two twin bascule bridges, three tunnels and a 1km viaduct.

The Via Brugge consortium comprises DG Infra+, Jan De Nul (consortium leader), Van Laere, Aswebo, Aclagro and Franki Construct and it is bidding to client Vlaams Gewest under a design, build, finance and maintain (DBFM) contract. The financial advisor is Deloitte. The price (construction, maintenance and finance) is likely to be of the order of €1.3billion to cover some four years of construction and 30 years of operations and maintenance.
