Technical Advisor Maarten Wessels joins Steer Davies Gleave

Steer Davies Gleave is delighted to announce the appointment of Maarten Wessels who joins us to further develop our technical due diligence (TDD) offer. He joins as a Principal Consultant based in our UK Advisory team and will provide TDD services in the PPP primary and secondary markets.  

Maarten is a Civil Engineer with solid international experience as a Technical Advisor having worked on over 25 infrastructure public-private partnership transactions. Maarten also brings over eight years of experience working for investors, authorities and contractors, operating as the project’s technical conscience on the interface between technical, commercial and legal disciplines. 

Maarten joins from LeighFisher where he was the lead advisor in their ‘lenders’ technical advisory’ (LTA) and secondary TDD projects in Europe. Before that he managed a wide range of LTA projects for Mott MacDonald in the Benelux. 

In these positions, he has delivered TDD services up to financial/bid closing for the M25 PFI in the UK, Limmel and IJmond Sea Lock and A9 Gaasperdammerweg DBFM projects in the Netherlands, the Tram de Liege DBFM project in Belgium, the A1 toll road in Poland and a rolling stock transaction in Germany. More recently Maarten wrote a range of decision papers for the Welsh Government on what protections and mechanisms to include in their standard PPP Agreement. He helped to develop the business case and an operation and maintenance cost model for the A465 PPP project, and has published peer reviewed papers on optimising the innovation potential in PPP.

At Steer Davies Gleave Maarten will lead our offer to clients clarifying the technical and commercial risks involved in privately financed transport infrastructure projects, ensuring that sound investment decisions can be made.
